I need to make a prom dress for my cousin who’s a size 6 and her height is 5’4.
I’m going to make a strapless dress that is full length.

Depends on the design. Strapless dresses actually take a fair amount of fabric because they need both underlining and lining in the bodice (as well as boning). Skirt design can take many, many yards.
Start with a pattern for the dress you want to make, and then choose the size by her actual measurements (pattern size is different (and larger) than ready to wear sizing), and then read the back of the pattern envelope to find the amount of fabric actually needed. Your cousin is just a smidge shorter than the height targeted by the misses’ size range of patterns, so the fabric amounts listed on the envelope are going to be adequate for her.
I’m a little concerned that you’re starting with a strapless dress… you don’t sound like you’ve got a lot of sewing experience, and strapless dresses have to be carefully fitted or they become either muffin top dresses or topless dresses. A dress with even spaghetti straps is going to be easier to fit and sew.

Buy a pattern and it will tell you. I would not attempt to make a prom dress without a pattern.
